In a context where technology continuously transforms the way audiovisual content is produced, distributed and consumed, new challenges also arise for the protection of copyright and related rights. The proliferation of tools and devices capable of bypassing technological protection systems has reinforced the need for an in-depth debate on new forms of digital piracy.
It is within this framework that the IV International Colloquium on Audiovisual Content Piracy takes place, organised by FEVIP in partnership with the Polícia Judiciária. The event focuses on the analysis of so-called circumvention devices — technologies or services that allow protection mechanisms to be bypassed and protected content to be accessed without authorisation.
The defence of intellectual property and copyright is a fundamental pillar for the sustainability of the creative industries. In the audiovisual sector, where the digital circulation of content has become global and immediate, the existence of effective protection mechanisms is essential to ensure fair remuneration for creators, producers and other rights holders.
However, growing technological sophistication has enabled the emergence of solutions that seek to circumvent these protections, posing new challenges to the enforcement of legislation and to anti-piracy strategies.
So-called circumvention devices now take many forms: modified set-top boxes, unauthorised streaming applications (including illicit IPTV services), illegal platforms, as well as technical configurations — such as certain VPN services or DNS resolution settings — specifically used to bypass technological protection measures.
These mechanisms facilitate unlawful access to audiovisual content, contributing to the expansion of digital piracy and generating significant impacts across the entire audiovisual value chain.
Given the complexity of this phenomenon, it is essential to promote dialogue between experts from the legal, technological, regulatory and creative industry sectors. The sharing of knowledge and international experience is key to understanding the evolution of these practices and developing effective responses.
Organised by FEVIP and the Polícia Judiciária, the IV International Colloquium on Audiovisual Content Piracy aims to establish itself as a space for reflection and debate on the current challenges posed by circumvention devices and on anti-piracy strategies in the digital environment.
Inspired by the famous Portuguese expression “Navegar é preciso” — “To navigate is necessary” — the theme of this colloquium invites reflection on a central question of the digital age: to what extent does technology that enables the bypassing of protection systems challenge the boundaries of legality and undermine the protection of copyright?
At a time when the defence of audiovisual creation and production takes on particular relevance, understanding this phenomenon is essential to ensuring a fairer, more sustainable digital ecosystem that respects intellectual property.
